Company Principals

Advanced Conservation Technologies Inc.(ACT) has two originators, both of which are key directors of the company. These two directors are Paul J. Belanger and Peter Moore.

Paul J. Belanger, President

Paul J. Belanger is a native of Northern Alberta and has a career equally split between the oil industry and the solar and conservation industry. He has 18 years experience in the Alberta oil industry involved with supply and safety services and now with ACT. He was owner of a Northern Alberta safety and supply company ( Welflo Industries Inc. ) for 10 years where he learned how to grow a company and manage steady growth for ten years. This experience also provided Belanger many insights into the monitoring and environmental aspects of the oil industry.


In 1994 Belanger had the opportunity to sell Welflo Industries Inc. and pursue a long term interest. After selling he engaged in additional environmental education before starting a new company in the renewable energy industry. This new company, as a place to utilize his innovative ideas, developed new conservation technologies for solar powered commercial and residential buildings. For 17 years ,with a small team of engineers, Belanger creatively developed ways to use solar energy never done before in Western Canada. His company was recognized for its work with two environmental design awards.


During all the years Belanger followed his interest in restoration ecology and eco-science. He was first exposed to heavy oil issues from 1980 to 1982 when he was involved with the Gulf Wabasca fireflood project and the Union Oil Buffalo Lake heavy oil project.

In 1996-1997 Belanger had the opportunity to work with an AOSTRA leading scientist, Loren Hepler, and other scientists. This experience eventually led Belanger to an “oilsands process” breakthrough, which he has recently patented.

About Us

Advanced Conservation Technologies Inc. is based in Alberta Canada, but draws from global intellectual resources for a growing portfolio of unique industrial ecology knowledge and innovation. Our current market focus is in Alberta, with a longer term view of opening up international markets with exclusive licensing partners.

When required ACT will assess technologies for particular objectives, and will engage in technology transfer with other technology leaders. ACT also performs engineering and application feasibility for promising new technologies.

Our Goals

  1. Introduce technologies to the oil industry to greatly reduce water consumption, CO2 emissions, waste streams and production costs.
  2. Establish an oil sands extraction process that eliminates the need for tailings ponds.
  3. Assist the oil industry in controlling upstream waste via treatment and reduction of tank slop.
    oilfield waste sludge, and cleaning of heavy oil sand.
  4. Achieve the above goals by collaborating with strong partners and by applying the best available solutions from all fields of science.

ACT has already been partnering with Industry players and agencies to research, develop, and commercialize the ACT Method. The Company also plans to establish collaborative arrangements with other identified technologies.
